If you want to change font,font size or font colour in outlook 2003 follow this procedure
First you need to open your outlook 2003
Now you need to go to Tool–>Options

Now click on Mail Format tab under Stationery and Fonts Click on Fonts

Here you need to Set your Fonts by clicking on Choose Font.. > Go to bottom and Check “Always use My Fonts”

Fonts windows looks similar to the following screen

click ok three times

How do I change the fontsize of incoming emails as I look at them? It’s too tiny
I finally solved the problem of too-small font size in Outlook 2003. Go to View/Arrange By/Current View/Customize Current View, then click the Automatic Formatting and Other Settings menus to get the look you want.
Is there a way i can set this by a GPO? i would like to have that if a user opens a new email the default font color is navyblue.

I want to be able to choose the default font for outgoing messages only while being able to view incoming messages in the format chosen by the sender. When I follow these instructions to change my OUTGOING messages, all incoming messages from then on arrive in my outgoing format. How do I receive incoming messages in the sender’s format?

Changing the font size in the message one is writing is straightforward.
What I want to do and have been unable to do after much searching is:
Change the font size in the Outlook New Email FORM i.e. where you enter the To: Cc: and Subject Information.
If anyone has the answer to this specific question it would be much appreciated.
